Emmanuel Constans was appointed Mediator with the Ministries of Economy and Budget by ministerial decree of April, 2002 taken in application of the decree N 2002-612 of April 26th, 2002 establishing a Mediator for the Ministry of the Economy, Finance and Industry.

Emmanuel Constans was renewed in his functions twice, the last time in 2012.

Since the beginning of 2011, Emmanuel Constans chairs the Club des Médiateurs de Services au Public. He is now a Member of Honour of the Club.
